Outlook: The connection to the server has failed - Socket Error: 10061, Error Number:

Outlook is trying to use SSL.

Go to 'Tools' -> 'Accounts...' -> 'Mail' -> 'Properties' -> 'Advanced'. Uncheck the option to use Secure(SSL).
