Outlook: Your POP3 Server Has Not Responded or TCP/IP Error

When you attempt to connect to a Post Office Protocol (POP3)or Simple Mail Transport Protocol (SMTP) you may receive one or more of the following error messages:

Your POP3 server has not responded in 60 seconds. Would you like to wait another 60 seconds for the server to respond?
-or-

A TCP/IP error occurred while trying to connect to server... Protocol:
POP3, Port: 110, Secure(SSL): No, Error Number: 0x800CCC15

CAUSE
This behavior occurs when you connect to your Internet mail server using a SOCKS proxy server, even though you can successfully connect to the Internet using a SOCKS proxy server.

Contact the administrator of your proxy server.
