Permission denied: /home/username/ htaccess pcfg_openfile: unable to check htaccess file, ensure it is readable

When checking your error log you find the error 508 or 403 forbidden error in your browser and the following in the error_log file. "Permission denied: /home/username/.htaccess pcfg_openfile: unable to check htaccess file, ensure it is readable". This can occur when you change from suphp to dso. When occuring, run the following on the accounts public_html, or if a subdomain or addon domain:

chmod 755 /home/username/public_html/
or:
chmod 755 /home/username/public_html/addondomain/

If this corrects the account and you are finding this is occurring globally on the server run the following:
chmod 755 /home/*/public_html/
